I LOVE Heiwa's facial expression in the last panel, it is one of malicious desperation, exhaustion, a person who does speak from a position of authority here, he holds all the cards, even if he is down now.

Also, is Yamcha or anyone here strong enough to finish him off whereas a SSJ3 (SSJ2 with KKx4 that is) could not?

well clearly Pikkon or however you spell it and the others could jump him in his current state and finish him.

Heiwa is literally asking them to spare him sooo.
